Kathleen Hurst Hughes was born on October 19, 1944, in Tooele, Utah. She earned her bachelor’s degree in English education from Weber State College and her master’s degree in special education from Central Missouri State University. She is a former school administrator and teacher in the Provo School District in Utah.

She is a member of The Church of Jesus Christ of Latter-day Saints and served as first counselor in the Relief Society general presidency under Bonnie D. Parkin from 2002 to 2007. She also served on the Young Women general board and in callings in her ward Sunday School, Primary, Young Women, and Relief Society. She also served as multi-stake public affairs co-director.

Hughes married Dean Hughes in 1966 and they are the parents of three children.
