Bowen earned a degree at Brigham Young College, graduating with honors. He departed for a mission to Switzerland and Germany (1902–1904), and then returned to teach at the college for awhile. In 1907 he entered University of Chicago to study law, graduating in 1911. He then practiced law in Logan, Utah. Bowen served as county attorney for Cache County. He married Aletha E. Reeder in 1902. She died in 1906 after bearing two sons. He married Emma Lucy Gates, a granddaughter of Brigham Young, in 1916.

Elder Bowen was sustained to the Quorum of the Twelve Apostles and ordained an Apostle on April 8, 1937, by President Heber J. Grant. He served honorably in that high and holy calling until his death July 15, 1953, at Salt Lake City, Utah at the age of seventy-seven.
