F. David Stanley was called to serve as a General Authority of The Church of Jesus Christ of Latter-day Saints in 1992. He served in the Second Quorum of the Seventy until 1997. He was serving as president of the Idaho Boise Mission at the time of his call. He has also served as a bishop, a stake president, a regional representative, and a temple sealer. He served as president of the Bountiful Utah Temple from 1997 to 2000.

Stanley was born on September 11, 1935, and raised in the Salt Lake Valley. He studied business and education at the University of Utah. He was vice chair on the Salt Lake City Planning and Zoning Commission, vice president of operations for Western Utility Contracting, and a member of the Murray City Chamber of Commerce. He served for a time as Public Works Director and Homeland Security Chief of Salt Lake County.

Stanley and his wife, Annette, are the parents of eight children.
