Schultz was born on March 11, 1938, in North Bend, Oregon. He was not a member of the Church until high school. He was invited to play basketball on a ward team, which he accepted. He attended Brigham Young University for two semesters before serving a full-time mission in the Gulf States Mission. He earned his bachelor’s degree in political science from the University of Oregon. He also earned a juris doctorate degree from that university and practiced law. He opened his own law firm in 1988. He retired in 1999 when he was called to preside over the Colorado Denver South Mission. He has served as a stake president, counselor to a mission president, stake high councilor, and bishop.
He and his wife, Carolyn, are the parents of five children.
