Joanne Bushman Doxey served as the second counselor to Relief Society general president Barbara W. Winder in The Church of Jesus Christ of Latter-day Saints. She had been serving as a member of the Primary general board at the time of her call.

She was born in 1932 in Salt Lake City, Utah, to Bliss L. and Eva Murdoch Bushman. She is the composer and lyricist to two well-known Church children’s hymns, “Where Love Is” and “Seek the Lord Early.” She has also been national vice-president of Lambda Delta Sigma, an organization for LDS women university students.

Following her service in the Relief Society general presidency, she served as assistant matron of the Salt Lake Temple, director of hosting for the Church Office Building and the Joseph Smith Memorial Building, and matron of the Madrid Spain Temple.

She married David Watson Doxey and they are the parents of eight children.
